Successful Work Round with the United Nations Development Program Officials
New York, June 11, 2010.
The Vice-President, Dr. Rafael Espada, accompanied by the Ambassador of Guatemala to the United States, Francisco Villagran, the Permanent Representative to the United Nations, Gert Rosenthal and the UNDP Country Director of Guatemala, Xavier Michon, held a series of meetings with United Nations officials, to follow up on the letter of understanding signed between the Vice President's Office and UNDP in January 2010.
Heraldo Muñoz, Director of UNDP for Latin America and the Caribbean, received the proposals of the Guatemalan delegation to support initiatives on financial transparency and information access. The team from the Transparency Commission, composed of Dr. Silvio Gramajo and Mr. Giovanni Castro and Saulo de León, the Chief Inspector of the Superintendence of Banks, presented a work plan detailing potential areas of cooperation the Commission against the Money Laundering and Other Assets, which seeks to implement measures and reforms that contribute to the modernization of the Guatemalan financial sector on issues of fighting corruption.
Vice President Espada highlighted the progress of implementing the Law on Access to Public Information in Guatemala, driven by the cooperation agreement between the Federal Institute of Access to Information in Mexico (IFAI) and the Vice Presidency of Guatemala sponsored by UNDP. Similarly, Dr. Espada emphasized the achievements of the Regional Forum of Vice-President, space that aims to harmonize the implementation of international standards in order to benefit more than 55 million people. The Vice President Espada said, "The Vice Presidents of Mesoamerica are aware that our countries face common challenges and are working to promote transparency as the engine of development and change in the region."
Mr. Heraldo Munoz applauded the efforts of regional integration led by Dr. Sword and expressed their interest to support and expand the Vice Regional Forum to be taken place in the Dominican Republic in July. At the same time, he offered to explore areas of cooperation through transparency instruments, particularly those focused on combating transnational crimes. He appointed the support that UNDP provides to the region through OLACEF (Latin American and Caribbean Organization of Supreme Audit Institutions), a space that has the participation of the General Controller of Accounts, Carlos Mencos.
Finally, Vice President Espada met with Mr. Jordan Ryan of the Bureau for Crisis Prevention and Recovery, UNDP. The leaders talked about the achievements and challenges of the National Agreement for the Advancement of Security and Justice and the forthcoming visit of the Office for Consolidation of Peace in Guatemala, to take place the third week of June in the country. Dr. Espada invited the United Nations delegation to a make a follow-up meeting and to be held in the Vice Presidency.
